MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Voted unanimously to approve $2.36 million to pay bills and granted miscellaneous licenses.

• Promoted Sheryl Booth to full-time status as part-time wastewater treatment plant administrator secretary and part-time city hall secretary at $16.63 per hour, effective July 21.

• Hired Ryan C. Paulson and William J. Vita as replacement street department laborers at a rate of $17.91, effective July 24, and July 28, respectively. The roll call vote was 8-1, with Michael Boyce against.

• Approved unanimously the city's performance evaluation manual.

• Approved Green County Fair Association's fair July 16-20 at the fairgrounds; Main Street Monroe Maxwell Street Days Aug. 1-2 in downtown Monroe; YMCA Youth Triathlon Aug. 2 at the YMCA; and the Industrial Combustion picnic event Aug. 10 in Recreation Park.

• Approved a temporary class B beer license and beer garden for Knights of Columbus July 16-20 at the Green County Fair.

• Approved a temporary class B beer and wine license for American Legion July 16-20 at the Green County Fair.

• Approved unanimously a $300,000 loan to Orchid Monroe LLC, through the Revolving Loan Fund.

• Postponed action on placing a referendum for Spring Cleanup Days on the November ballot. Council members requested more information on the program.

• Heard from Ehlers on a report about the financial situation of Tax Increment District No. 7 and effects of additional development on the TID funds and city's financial risks.

• Heard from City Administrator Phil Rath and Alderman Reid Stangel about on-going negotiations with the Green County Solid Waste Management Board regarding the transfer station partnership agreement, rates and board membership.

• Heard from Pam Christopher, on behalf of the Chamber of Commerce, BID and Main Street Monroe, about the importance of the parking ramp downtown and efforts taken up by those organizations to help the city determine a course of action to replace or repair it.

• Heard from Rex Ewald on the city's technology advancements.



MONROE - In a meeting Tuesday, the City of Monroe Finance and Taxation Committee:

• Approved the purchase of iWORQ software for Building Inspection Office and other departments at a set up cost of about $4,632 for 2014 and $3,200 in years following.

• Approved for recommendation to Common Council to use $1.2 million in General Obligation Bonds for capital equipment purchases. Equipment includes a Bobcat; paver, dump truck, asphalt roller; municipal pool deck, fencing, wading pool floor, pump, bathhouse doors and other replacements; truck scale; sanitation and water main project. Items were identified for 2014 in the city's five-year, capital equipment plan, but no levy amount was set for them. Six banks were independently contacted for rate quotes. The lowest interest rate quote came in at 2.89 percent on a 10-year loan with no prepayment penalty. Each piece of equipment will be presented again prior to actual purchase.



MONROE - In a meeting July 14, the City of Monroe Board of Public Works:

• Approved for payment bills from Advanced Disposal for $2,200 for May recycling; Hasse Surveying for $2,200 for old humane society site area; W.K. Construction for $7,670 for work on 8th Street and on 16th Street; and Miron Construction for $2.12 million for work on wastewater treatment plant upgrades.

• Discussed equipment listed for purchase with general obligation bonds and sent to Finance and Taxation Committee with approval.

• Discussed overstock of WWTP cake and directed staff to continue hauling it to Janesville landfill and to investigate possibility of purchasing containers for storage on plant site.

• Approved change orders for WWTP upgrade project. The new changes include $95,000 for excavation and disposal of rock material and $40,000 for removal of buried concrete structures and newly discovered clay pipe. All new changes add $166,500 to the project. There was previously $654,000 added to the original $24.8 million project.

• Discussed upcoming change orders to the WWTP project, which include relocation of a control panel to give a building "stand-alone" capacity ($14,200) and replacement of a contaminate scrubber box in the methane regeneration system ($73,500).

• Postponed discussion on wayfinding signs, pending more information on legal requirements of signage.

• Heard from Public Works Director Colin Simpson and Water Utilities supervisor Mike Kennison on the water sample testing.

• BPW President Reid Stangel announced some of the city staff would be meeting with the county transfer station staff and board to work on a partnership agreement, which the Solid Waste Management Board has requested be submitted by mid-August.



MONROE - In a meeting Monday, the City of Monroe Public Safety Committee:

• Postponed final action on pedestrian safety at 14th Avenue and 13th Street until Alderman Louis Armstrong could attend. Armstrong brought the issue to the board for consideration. Police conducted a radar survey, showing no need for additional signs, but cross walks could be painted.

• Took no action on the Police Department's method of choosing towing services for official incidents. Representatives of two towing services in town were in attendance to answer questions. The represented businesses have comparable base prices. In accidents, owners are usually allowed to request a preferred towing service. In cases where owners are not on site, the police alternates the use of the businesses.

• Discussed several special event applications and recommended council approval.
