MONROE - In a meeting Tuesday, the City of Monroe Information Technology Committee:

- Approved an audio and speaker phone system upgrade in City Hall council chambers, not to exceed $1,300. A request for a projector system was held, pending more information.

- Approved 15 licenses of Adobe Professional for $1,900, plus training for $500, which would align departments on the same version of the program.

- Received a report on the new city website development and viewed a printed sample of the homepage with link options. Training for employees is scheduled for February, and the website is scheduled to go live in early March.

Member Al Gerber was absent.

MONROE - In a meeting Tuesday, the City of Monroe Salary and Personnel Committee:

- Authorized the water utility to post within the union and, if necessary, to advertise for a replacement water operator due to an upcoming retirement. Mike Kennison, water utility supervisor, said the position needed to be filled to accomplish a three-year project of replacing water meters.

- Postponed discussion on considering revisions to the workplace violence policy under the new state concealed carry law. City Administrator Phil Rath, who is working on the revisions, was unavailable for the meeting.

MONROE - In a meeting Tuesday, the City of Monroe Common Council:

- Set a public hearing for Feb. 7 for an ordinance regarding the hours solid waste may be collected. A motion by Alderman Michael Boyce to postpone the hearing was defeated by a 5-to-5 vote, with Mayor Bill Ross voting against to break the tie. Aldermen Beer, Schultz, Bauman, and Hanson voted with Boyce in favor; Hunter, Lefevre, Koch, Conway and Stangel voted against.

- Passed unanimously a resolution requesting the State of Wisconsin Legislature address laws regarding the sales of e-cigarettes and to possibly prohibit or regulate sales to minors.

- Approved unanimously an addendum to the taxi cab service agreement between the City of Monroe and Brown Cab Service, Inc. The company was asking for a rate increase to cover rising operating costs. For 2012, the annual vehicle hours will be 16,052, to be billed at a rate of $23.14 per vehicle hour, with a contract amount of not more than $371,446. The city is reimbursed for most of the cost of the services through grant programs.

n Unanimously accepted a DNR grant for $45,000 for the Badger State Trailhead and approved use of city equipment and labor to help the citizens' organization spearheading the project in preparing the site along 14th Avenue near Twining Park.

- Unanimously approved amending a resolution passed Dec. 6, appointing Dave Powers as the building inspector and zoning administrator and setting compensation, to authorize extra vacation time. Powers will be credited with eight years of service for the purposes of calculating vacation. The offer was made and accepted during the hiring process, but accidentally left out of the original written contract.

- Approved unanimously $3.9 million to pay current bills.

- Granted miscellaneous licenses.

- Set a public hearing for Feb. 7 for the Monroe WWTP Facility Plan.

n Approved unanimously the purchase of Sensus Fixed Base Water Meters and System, at a cost of about $1.5 million.

- Approved a change order with H. James and Sons, Inc. for the 21st Street storm water pond, for $20,460.

- Approved unanimously a membership commitment with CVMIC for 2013 and 2014. The city will retain its current self-insured retention level at $50,000, with guaranteed premiums at $30,500; $31,260; and $31,890 for the next three years.

A scheduled roll call vote on granting easements to UTELCO, LLC for high-speed DSL sites was postponed, pending clarification of the resolution's wording.

Mayor Bill Ross recognized retiring Police Cpt. James Kosek for his 39 years of service with the Monroe Police Department, and presented him with a certificate of appreciation and a gift. Fellow police officers also presented Kosek with a shadow box of mementos of his career with the department.
