MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Confirmed the mayoral appointment of Alderman Louis Armstrong to the Monroe Chamber of Commerce for a term to end April 20, 2015.

• Approved the consent agenda, which included miscellaneous licenses and $118,000 to pay bills.

• Scheduled a public hearing for Jan. 6, 2015, on a city ordinance change to clarify permitted uses in business zones, to include light truck sales, services and repair.

• Approved revisions to the employee policy manual to more clearly describe breaks, call-outs and on-call duty pay policies as defined under state and federal regulations.

• Approved the updated and revised Monroe Fire Department Member Handbook, January 2015 edition. A copy is on file in the Fire Chief's office.

• Approved Change Order No. 12 for the wastewater treatment plant upgrade, for a net addition of $101,400.

• Approved hiring Fehr Graham at a cost of $15,000 to complete the final designs for upgrades on the traffic signals and radio connection equipment along 7th Avenue (Wisconsin 69) at 8th Street, 6th Street and 21st Street. A two-month design schedule is expected, with construction in the spring of 2015.

• Approved hiring Fehr Graham at a cost of $17,500 to design a new detention pond for the east side of the north industrial park and upgrades to the existing basin on the park's westside, to prepare an erosion control plan, and to obtain DNR permits, soil borings and topographical surveys. Conclusion of the work is expected to allow construction to begin in the spring.

• Rejected, on a 2-7 roll call vote, hiring Fehr Graham to perform a preliminary, traffic analysis for the 8th Street reconstruction, at a cost of $55,000. Tom Miller and Jeff Newcomer voted in favor. Opponents cited premature, unnecessary and too costly as reasons for the work not to be done at this time.

• Approved a 2015 airport operation contract with Touch and Go Aviation, Inc., for $40,000. The new contract does not include commission on fuel sales as previous contracts have. The contractor is to provide operation oversight; facility, grounds and equipment maintenance; aircraft fueling service; airport promotion; and other services. The contractor provides staffing to be present 5.5 days per week and on call during remaining hours.

• Approved a purchase and development agreement with W&W Dairy, Inc. for land in the north industrial park.

CVMIC presented updates and information on the city's membership and insurance policy and conducted harassment prevention training for elected officials.

Director of Public Works Colin Simpson announced that a bid package would be coming to the next Board of Public Works meeting and asked that it be added to the council agenda for the following night. Simpson also announced the water utility would be making night and weekend appointments for meter replacements in January.



MONROE - At a meeting Tuesday, the City of Monroe Salary and Personnel Committee:

• Recommended council approval of revisions to the employee policy manual to reflect state and federal regulations.

• Recommended approval of employee manual revisions regarding breaks, call out and on-call pay.

• Discussed the personnel policies and procedures related to moving towards an automated time and attendance system.



MONROE - At a meeting Monday, Dec. 1, the City of Monroe Board of Public Works:

• Approved bills from Haase Surveying for $1,490 for certified survey maps and from Advanced Disposal for $2,030 for October recycling.

• Recommended council approval for an up-fit package of equipment for $44,500, from Monroe Truck Equipment, for the new quad-axle dump truck.

• Recommended approval for extending the current contract with Energenecs and a revision to the configuration of screens for SCADA, the water utilities' monitoring system and control network, for $40,500.

• Recommended approval for contracting with McGowan Architecture to redesign the city hall façade and entrances and to provide interior remodel alternatives, at a cost of $15,000.



MONROE - At a meeting Monday, Dec. 1, the City of Monroe Public Safety Committee:

• Recommended the city join Badger State Ethanol in requesting the Wisconsin Southern Railroad retain the "lock down" gates along the railroad tracks on Wisconsin 69 in Monroe.

• Recommended council approval for the Monroe Fire Department Member Handbook January 2015 edition.



MONROE - At a meeting Monday, Dec. 1, the City of Monroe Judiciary and Ordinance Review Committee:

• Recommended for council approval changes to permitted uses in the B-2 zoning district.

• Discussed and requested revisions to city ordinances regarding parking and storage of recreational equipment, motor homes, campers and trailers.
