On Monday, Monroe Common Council:
Agreed to Mayor Louis Armstrong's appointments of Patrick Bodell and Jim Bartels to the Business Improvement District Board from Jan. 1 through 2019, and the re-appointment of Chris Soukup, Sherrill Kelly, Mike Doyle and Chris Barth to the board.
Approved the mayoral appointment of Carol Paske to fulfill the unexpired term of Jordan Nordby on the Housing Board of Commissioners until Jan. 31, 2022.
Agreed to re-appoint Dee Dee Seffrood to the Housing Authority Board of Commissioners until Jan. 31, 2023.
Set public hearing dates for four ordinances repealing and replacing city code to take place Jan. 2. The ordinances include a rewrite to the rules of voting procedure by council members to eliminate a clause which allows the chair to excuse a member from voting and instead note any non-vote as an abstention; a change to dog park licenses to allow non-owners to use the park with the dog, such as family or significant others; removing terms which describe ward boundaries; and creating language to state that valid well operation permits will be non-transferrable.
Updated the deposit schedule to allow for $20 fines to be paid by drivers who park in the four 10-minute stalls, each to be placed on one side of the downtown Square.
Approved the installation of a loading zone on the south side of Turner Hall, modifying the placement of two handicapped parking spaces to allow for a ramp to be placed running down to 13th Street and adaptive vehicles to drop off customers with physical impairments.
Voted on a previous motion to install four 10-minute parking spots downtown, approving each one's placement near the middle crosswalks on each side of the Square. Of the six aldermen present, Richard Thoman, Ron Marsh, Brooke Bauman, Tom Miller and Chris Beer voted in favor, Michael Boyce voted against. Aldermen Jeff Newcomer, Charles Koch and Rob Schilt were absent from the meeting.
Authorized temporary removal of a no parking zone on the west side of the 500 block of 20th Avenue at the request of Monroe Clinic during its construction project.
Approved a permit for possession of live chickens in the 2400 block of 11th Avenue as requested by resident Sharon Streiff.
