MONROE - In a meeting Tuesday, the City of Monroe Historic Preservation Commission:

- Heard a report from Rex Henke, building Inspector, about Minhas Craft Brewery installing six malt silos in the Historic Preservation District. The commission will continue discussion of the silos at the next meeting.

- Approved Certificates of Appropriateness for Russ and Nadine Brown at 1018 17th Ave.; Linda and Ed Johnson at 1017 16th Ave.; and David A. Gombosi at 1505 9th St.

Members David Riese and Rudolph Regez were absent.

MONROE - In a meeting Tuesday, the City of Monroe Public Property Committee:

- Discussed the possible options for purchasing of an abandoned run-down property from county. The committee directed City Administrator Phil Rath to contact owners of adjacent properties about their interest in the property and report at the next meeting in two weeks.

MONROE - In a meeting Tuesday, the City of Monroe Finance and Taxation Committee:

- Discussed the budget process and streamlining the process with the held of City Administrator Phil Rath, who will meet with department heads to set departmental budgets in advance of the budget going to committee. The committee voted unanimously for the budget to be prepared with a 0 percent levy increase.

- Discussed ways to determine the value of the city's equity interest in the Green County Transfer Station, which would be added to the city's financial statement as an asset. City staff employees were asked to bring more information to a future meeting.

MONROE - In a meeting Tuesday, the City of Monroe Insurance Committee:

- Recommended the council authorize a membership commitment with CVMIC for years 2013-2014, based on guaranteed annual premiums of $31,260 for 2013 and $31,900 for 2014 for $5 million liability coverage per occurrence, with the city retaining a $50,000 deductible.

Member Thurston Hanson was absent.

MONROE - In a meeting Tuesday, the City of Monroe Common Council:

- Heard from Mayor Bill Ross regarding a $33,400 reimbursement from FEMA for snow storm damage in February. Ross commended Tom Boll, street department supervisor, and Tanna McKeon, Green County Emergency Management project manager, for their efforts to acquire the funds.

- Held a public hearing and voted unanimously to rezone property at 1620 15th Ave. from R-2 medium density residential district to B-2 general business district.

- Approved $199,740 to pay bills.

- Held a public hearing and voted unanimously to authorize additional new ATV road routes within the City of Monroe.

- Granted miscellaneous licenses.

- Voted unanimously to approve a change order to the contract with H & K Contracting for the 2011 Shopko area sanitary sewer improvements project. The change order adds about $7,100 to the original $126,400 contract. The project has been completed.

- Voted 6-3 to postpone indefinitely authorizing a membership commitment with CVMIC for years 2013-2014. Neal Hunter, Charles Koch and Reid Stangel voted against the postponement. The city's current membership runs through 2012, according to Carol Stamm, city clerk. CVMIC is expected to make a presentation in September.

Alderman Thurston Hanson was absent.

MONROE - In a meeting Monday, the City of Monroe Board of Public Works: Authorized Engineer Supervisor Al Gerber to advertise for bids for the 21st Street detention basin.

- Tere Dunlap
