Monroe City Council: Aug. 7, 2014

MONROE - In a meeting Tuesday, the City of Monroe Common Council:

• Approved unanimously the consent agenda, which included $466,400 for paying bills and granting miscellaneous licenses.

• Voted 6-1 to approve $1.2 million in financing for 2014 capital equipment and construction of water and wastewater mains in proposed street reconstruction projects. Terms of the 10-year loan include 2.25 percent interest. Michael Boyce voted against.

• Approved unanimously a general utility operator position, to replace a current water utility position, with wages to begin at $18.821 per hour before certifications.

• Approved the Green County Agriculture and Mechanics Institute Cheese City Challenge Tractor and Truck Pull on Aug. 21 at the fairgrounds.

• Granted on a 6-1 vote a temporary Class B beer license to the Green County Agriculture and Mechanics Institute for the tractor and truck pull. Charles Koch voted against.

• Approved unanimously a purchase and development agreement with Jeremy and Julia Sager for property at 1511 11th Avenue.

• Approved unanimously a change order for the wastewater treatment plant upgrade, adding $166,500 to the contract price. The contract price with Miron Construction Company now sits at $25.65 million.

• Approved unanimously a soccer field lease with Badger State Ethanol LLC for the city's Park and Recreation program.

• Postponed a discussion on the parking ramp and related financial report until Aug. 18.

• Voted 5-2 to eliminate the Cleanup Days referendum from the November ballot. Boyce and Jeff Newcomer voted against.

• Voted 5-2 to spend up to $9,000 for iPads or MS Surface Pro for council members. Koch and Boyce voted no.

Green County Development Corporation executive director Mike Johnson presented updates on his work in the city and around the county.

Victoria Solomon, community development resource agent from UW-Extension, presented an opportunity for the City of Monroe to participate with the Monroe School District and UW-Extension in a joint Youth in Government program, allowing high school student participation on some city committees and council. Council members indicated unanimous interest in proceeding with plans for the program.

Alderman Tom Miller announced that the City of Janesville did not sell its landfill. The potential sale was viewed as having a possible effect on the future of Green County transfer station and the City of Monroe participation.

Miller also announced the ribbon cutting ceremony and open house for the city's new municipal airport terminal starting at noon Saturday, Aug. 9.

Aldermen Reid Stangel and Brooke Bauman were absent.



MONROE - In a meeting Monday, the City of Monroe Board of Public Works:

• Approved bills from Advanced Disposal for $2,644 for June recycling; Hasse Surveying for $1,684, $1,684, $1,869 and $1,969 for certified survey maps in industrial parks; Whitney Tree Service for $4,895 for tree removal and trimming, and $77 for a flagpole rope replacement.

• Approved quotes and recommended hiring Double G Concrete to repair fire station No. 2 driveway for $17,490.

Reid Stangel was absent.



MONROE - In a meeting Tuesday, the City of Monroe Judiciary and Ordinance Review Committee:

• Discussed establishing a multiple-installment payment option for property tax payments. Committee members are requesting feedback on the idea form taxpayers. No action was taken.



MONROE - In a meeting Tuesday, the City of Monroe Finance and Taxation Committee:

• Recommended the city remain with First National Bank and Trust as the municipality's main banking institution.

• Recommended the council approve the loan proposal from Woodford State Bank for the purchase of 2014 capital equipment and construction of water utility mains.

• Recommended a revised building inspection fee structure. The fee changes goes to the Judiciary and Ordinance Review Committee to recommend related ordinance changes.

Reid Stangel and Brooke Bauman were absent.
