MONROE - Criminal charges have been filed against a Monroe man who held police in a 13-hour standoff last week.
Jamie C. Barreau, 32, is charged with a Class I felony count of failure to comply with an officer's attempt to take a person into custody and misdemeanor counts of disorderly conduct and operating a firearm while intoxicated.
The charges stem from a standoff at Barreau's home in the 600 block of 19th Avenue. It lasted from about 5:30 p.m. Wednesday, Oct. 9, until 6:30 a.m. the next morning.
According to the criminal complaint, Barreau threatened to shoot himself with the .357 caliber revolver he was holding and told a woman he would "end it sooner" if she called police.
He also allegedly fired a "warning shot" into the living room floor about two hours later, after drinking several shots of liquor, and threatened to use the gun if police entered the residence.
He signed a $3,000 signature bond during an initial appearance Monday, Oct. 14, in Green County Circuit Court. Conditions of his bond include no drinking, not consuming controlled substances unless prescribed and not possessing any firearms or dangerous weapons. His preliminary hearing is Dec. 4.
Barreau has no prior criminal record in Wisconsin, according to state court records.
Chief of Police Fred Kelley said Barreau surrendered himself peacefully and uninjured after 13 hours of standoff and negotiation by phone. Barreau was alone in the home during the standoff and no one else was in danger, Kelley said.
Police deployed a "flash bang" in the early morning hours to get Barreau's attention.
"He answered the phone the next time we called," Kelley said.
When Barreau still didn't come out, police deployed pepper spray grenades into the home at about 5:45 or 6 a.m., first into the upstairs and then into the ground level of the residence.
"When that started to affect him, then the flavor of negotiations changed," Kelley said.
