Man charged again for stealing vehicle

MONROE - A Juda man who allegedly stole a car outside a Monroe gas station and then was reported missing several days in late June faces new charges of similarly bizarre, possibly drug-induced behavior last week, according to court records.

Andy J. Markham, 37, was charged in Green County Circuit Court earlier this week with felony counts of burglary and of taking and driving a vehicle without the owner's consent, plus misdemeanor counts of disorderly conduct, theft and bail jumping.

Police suspect Markham was under the influence of methamphetamine when he was arrested in Beloit several weeks ago on charges of stealing a vehicle from outside a Monroe gas station June 22. The Green County Sheriff's Department reported him missing June 24, saying he abruptly left on foot from a meeting with Human Services staff at their office in the Pleasant View complex off Wisconsin 81.

The search for Markham was called off several days later when he voluntarily contacted the sheriff's department, according to Sheriff Jeff Skatrud.

The new charges stem from a strange series of events in Brodhead last Friday, July 5, according to police reports filed with a criminal complaint Monday, July 8.

Markham allegedly stole a Kia Spectra car parked in front of a residence in the 500 block of East 2nd Avenue and drove it around Brodhead and on county roads.

Later, while at the Northside Mini Mart on 1st Center Avenue in Brodhead, he was seen wearing plastic garbage bags on his legs and another over his head, with eye holes cut out.

Markham started talking to a man filling up at the station and lunged at him and tried to grab him. Alarmed and unable to understand what Markham was saying because he doesn't speak English, the man left and drove to his house four blocks away.

Markham followed the man home, parked outside and pounded on the front door before going into the garage. The family called 911.

When officers arrived, they found Markham barefoot in the garage wearing a floral blue dress he took out of a nearby storage box. He still had one garbage bag tied around a knee and couldn't explain why he was there or what he was doing, police say.

The alleged victims in the case appear to have been targeted at random and were strangers to Markham.

The officer who interviewed Markham noted he giggled and laughed inappropriately, repeated himself and had a hard time keeping his balance and answering simple questions. When asked why he was wearing garbage bags, Markham said he was looking for a bomb and there "were bombs hidden all over."

He denied being under the influence of drugs. A breathalyzer test showed no alcohol in his system.

As of Wednesday, July 10, Markham remains jailed. His preliminary hearing is July 17.
