MONROE - Monroe Main Street Board of Directors are one step closer to achieving independent, non-profit status for the organization by the end of May, following a regular meeting of the board Monday.

The articles of incorporation and by-laws are ready for review by an independent certified public accountant firm or an experienced individual to verify the organization's eligibility to become non-profit, before 501(c)(3) legal paperwork is submitted. The board expects to approve and adopt the documents April 11.

Four of five current board members to be seated to the new board are still unnamed, and the appointment of three new members by the city, Business Improvement District board and Monroe Chamber of Commerce and Industry, will take place after April 19, when Monroe Mayor Bill Ross makes his new appointments for the city.

"By the first (part) of May, everything should be in place for the transition," said Ryan Wilson, board chairman.

Fund raising for the corporation is still not fully in place. Wilson is proposing the board use the Organization Committee for fundraising and to set in place a multi-year fund-raising campaign for corporate funds, with 2011 efforts kicking off in late summer.

Two major Monroe Main Street programs are prepared for this year.

The Zoo on the Square, to begin near the end of May, will feature about 30 animals carved from wood. The large animals will stand in various spots on the Square throughout most of the summer.

Concerts on the Square is planning seven musical events starting in early June. Swiss Colony Brands, Inc. has stepped forward to sponsor all seven concerts.

The Green County Humane Society was given 5-to-1 approval by the board to pursue their beer gardens in conjunction with the events. The approval allows for the society to gain permission from the city and the county to allow open-container alcohol beverages in the 1600 block of 10th Street, where the north side of the Square will be blocked off for the concerts. Mike Sanders, Dan Henke, JoAnne Leuenberger, John Baumann and David Riese voted in favor of the motion; Wilson voted against. Vice-chairman Ron Spielman was absent.
