Local man, woman indicted on meth charges

MADISON - A Browntown woman and an Argyle man were indicted Tuesday with five other individuals in federal court as co-conspirators in a methamphetamine distribution ring.

Olivia Halvorson, 28, of Browntown and Brandon Frank, 42, of Argyle were arrested Tuesday. Frank, who was indicted on two counts of distributing 50 grams or more of methamphetamine, made an initial court appearance Tuesday. Halvorson, who was indicted on two counts of methamphetamine distribution, is scheduled to make an initial appearance today.

The indictment alleged that Halvorson, Frank and five other defendants conspired between September 2015 and February 2017 to distribute methamphetamine.

Frank allegedly distributed more than 500 grams or 17.6 ounces of methamphetamine. If convicted, Frank faces a mandatory minimum penalty of 10 years and a maximum of life in prison.

If convicted, Halvorson faces a maximum statutory penalty of 20 years in prison.

Others indicted on methamphetamine charges are: Christopher Dutton, 43, Madison; James Nehls, 30, Iowa County; Sean McLyman, 42, Madison; Joel Ringelstetter, 48, Lone Rock; Sean Brown, 33, Encino, California; and Amanda Brown, 30, Encino, California. Sean and Amanda Brown are siblings.

Ringelstetter was not indicted for conspiracy but with possessing methamphetamine with the intent to distribute.

Law enforcement agencies participating in the drug investigation included the Wisconsin Department of Justice, Division of Criminal Investigation; Drug Enforcement Administration; Dane County Narcotics Task Force; Dane County Sheriff's Department; Madison Police Department; University of Wisconsin-Madison Police Department; U.S. Postal Inspection Service; Sauk County Drug Task Force; Richland-Iowa-Grant Drug Task Force; Lafayette County Sheriff's Office; State Line Area Narcotics Team; and Rock County Special Investigations Unit.

The indictment was issued March 29 but not unsealed until Tuesday when all the defendants except Amanda Brown were in custody, according to a statement by the U.S. Attorney's office in Madison.
