MONROE - The tax rate for Green County residents will increase 6 cents next year, after county supervisors unanimously approved the 2013 budget Tuesday evening.
The county's budget totals $41.6 million, a 1.36 percent decrease from 2012's $42.1 million budget. The tax levy is almost $17 million, but the county plans to use almost $2.2 million in sales tax collected during 2011 to reduce the levy to about $14.7 million.
Under the approved budget, the tax rate will be $5.78 per $1,000 of assessed valuation. Taxes on a $100,000 home will be $578, compared to $572 in 2012, an increase of about 1 percent.
No one came forward during the time allotted for a public hearing on the budget.
In presenting the budget initially last month, Harvey Mandel, chairman of the county's finance committee, said each department within the county was asked to submit a budget with no increase to the tax levy. He called the 2013 spending plan a "good solid budget within the state's parameters."
This is the fourth year of a referendum allowing the county to use $890,000 per year to offset operating costs at Pleasant View Nursing Home. The county is also planning to use $234,000 in the capital fund for infrastructure repairs at the nursing home. The budget includes $375,000 to repay that fund, as well as additional money to install a required sprinkler system that is expected to cost up to $600,000.

Approved canceling 23 uncashed checks written by the county to various individuals and businesses in 2010.
"This is something we do every year. It's kind of a clean-up," said treasurer Sherri Hawkins.
By far the biggest uncashed check was for $5,877 to Kenneth W. Clark, PhD. Manchester Inn, Inc. DBA Super 8 Motel did not cash four checks written in 2010 totaling $335.52.
The rest of the checks, from $3.50 to $38.90, were written to Angela M. Sangermane, Natum T. Bevins, Bobbie J. Foster, Angela D. Steiner, Craig W. and Dawn Inabnit, Josef Habale, Tara L. Murphy, Gloria Perkins, Elizabeth Broshous, Joseph T. Youngblood, Welders Supply Co. Beloit, Jody M. Ace, Richard Splinter, Martin Martinson and Rebecca Johnson, John K. Blumer, Jeremy A. Barnett, J & D Johnson MGM DBA Badger Lube Express, and Emily Kellett Bystry.
Those with uncashed checks aren't out of luck if they still want to claim their money. The county will reissue any as-yet-unclaimed checks.
Approved authorizing the Green County Department of Human Services to apply for Wisconsin Department of Transportation grants totaling $88,931 to provide specialized transportation services to the elderly and disabled, with a local county share toward the services of at least $17,786.
Approved a revised Farmland Preservation Plan, the first update to the plan since 1980. It will last until the end of 2022.
