Green County Board of Supervisors Notes: Feb. 20, 2018

MONROE - At a meeting Feb. 13, the Green County Board of Supervisors:

♦ Authorized the purchase of a new asphalt paver from Aring Equipment Company at a cost of $365,000. Green County Highway Commissioner Chris Narveson said the equipment is "vital" for the department.

♦ Elected the county join the Wisconsin River Rail Transit Commission. Supervisor Harvey Kubly said a few miles of the Wisconsin River Corridor reach into the northeast part of the county, making it eligible to join the nine existing members which include Dane and Rock counties. While no Green County funds will go toward the commission, Kubly said joining will give it "a voice" in decisions regarding improvements that affect the area.

♦ Approved an emergency service grant application, which would fund training exercises for Green County Emergency Management. Green County Sheriff Mark Rohloff said the $5,181 grant would cover two events, one in spring and one in fall. The state will reimburse the county for the entire cost after the exercises are complete, he said.

♦ Adopted a revised hazards mitigation plan. Rohloff said the county is required to re-adopt an updated plan every five years after assessing the county's vulnerabilities in the event of hazards such as forest fires or floods.

♦ Denied and disallowed a notice of claim from Dinyel Walrath and the estate of Dylan J. Anderson on the recommendation of the corporation counsel's office and the county's insurance carrier. The claim demanded compensation for an accident that occurred near Mount Horeb.

♦ Approved a four-year salary schedule for the elected positions of sheriff, clerk of court and coroner starting in January 2019. Board Chair Art Carter said the board has to establish the schedule before elections because salaries can't be changed during the official's term in office. The sheriff's current salary is about $79,160, the clerk of court's is $63,681 and the coroner's is $39,386. Every year, each official would receive the increase awarded to department heads, a percentage which is determined later.

♦ Approved Human Services contracts for 2018 with Christian Seamster at $79,100 and Nancy Lamon at $77,800. Both contracts are for CCS service facilitation.

♦ Heard Supervisor Russ Torkelson object to the county taking away its "vacation pool," in which employees trade their paid vacation time with each other. Corporation Counsel Brian Bucholtz said the county never approved the practice and that "someone just decided to do it." Carter said the issue will be addressed at another meeting because it was not on the Feb. 13 agenda.

Supervisors Steve Borowski, Dennis Everson and Steve Stettler were absent from the meeting.
