Council sets pay, timeline for administrator

MONROE - A new city administrator could be in place by about Nov. 15.

The Common Council voted 9-1 Tuesday to adopt a hiring timeline offered by William D. Frueh, a partner in the administrator search firm Public Administration Associates, LLC, which was chosen earlier this month to assist the city in the process. Alderman Thurston Hanson voted against the motion.

Frueh's firm will begin immediately preparing and placing advertisements with the International City/County Management Association, Wisconsin City/County Management Association, League of Wisconsin Municipalities and other advertising venues.

Council members voted 7-3 to advertise a salary range of $75,000 to $105,000 for the position.

Aldermen Hanson, Jan Lefevre and Mike Rivers voted against the salary range.

In a prior vote, the council tied for advertising a $75,000 to $95,000 salary range. Mayor Bill Ross said he split the tie vote against the motion because council members had not reached a consensus.

Council members also voted 6-4 to keep the job description essentially the same as when the city first created it in 2005, although the description now explains the duties and responsibilities in more detail.

Aldermen Hanson, Lefevre, Rivers and Michael Boyce voted against the motion.Candidates for the position are required to have a bachelor's degree in public administration or a related field, and five years experience, according to the job description.

Council members noted three priority duties for the new administrator including economic development, human resources and interdepartmental supervision.

Initially, Frueh offered two hiring timelines, one with an Aug. 27 application deadline and another with a Sept. 10 closing date.

Aldermen chose the later date to give the council time to review the job description and make any changes before the hiring process begins.

Ross and the council will review applicants and choose about 10 candidates by about Sept. 13.

Public Administration Associates will conduct background and reference checks and obtain a six-minute video interview from each candidate.

The mayor and council will chose three to five final candidates to interview from the reference summaries and videos.

Council members expect to interview finalists and select a first choice by Oct. 8 and 9. Public Administration Associates will help negotiate employment terms with the final candidate.

Should the candidate accept the city's offer, the council hopes to adopt the employment agreement in open session Oct. 12.

Frueh said the new administrator may need to give 30 days notice before assuming the position in Monroe.
