Council mum after meeting on discrimination case

MONROE - The Monroe City Council met again in closed session Tuesday to confer with City Attorney Rex Ewald regarding the case of Bittner v. City of Monroe after the council's regular business meeting Tuesday night.

Neither Ewald nor any council member would speak about the issues discussed in the session.

Janelle Bittner, Monroe, filed a discrimination complaint against the City of Monroe with the Wisconsin Department of Workforce Development. The city received a copy of the complaint May 7.

The city had 30 days to respond, but Attorney Kevin Reak, of Gunta and Reak, Milwaukee, said he received an extension in order to speak with Paul Kinnne, representing Bittner.

Reak was hired by City and Village Mutual Insurance Company, through which the city has its insurance.

Bittner worked for the city as the confidential administrative assistant from May 21, 2007 until April 2, 2008.

In a statement of discrimination complaint, Bittner named ex-city administrator Mark Vahlsing as the offending person who made sexual advances toward her beginning in December, 2007.

Vahlsing was terminated by the city May 14 for failure to perform some of his duties as the city's human resources director.

The city claimed Vahlsing's departure was not because of the discrimination complaint filed by Bittner.
