MONROE - A woman who slipped out of her shackles and ran out of a Green County courtroom last summer, a week after she was arrested with heroin paraphernalia, was sentenced this week to two years in prison.
Jillian Ann Gowen, 26, is also ordered to spend an additional two years on parole. She pleaded no contest Tuesday, May 28, to felony and misdemeanor charges stemming from several incidents in 2012, according to court records.
On Aug. 6 a resident in downtown Monroe reported seeing a woman, later identified as Gowen, squatting and holding a hypodermic needle under a deck in an alleyway behind 17th Avenue.
Officers located Gowen a short time later in the bathroom at a nearby gas station. They reported finding her with a hypodermic needle, a silver spoon, a broken aluminum can with burn residue, Q-Tip cotton swabs, "numerous blood-stained tissues" and other items associated with heroin use.
A week later, while in court at the Green County Justice Center, she slipped her feet from a leg iron and her hands from cuffs and ran out of the courtroom. She was apprehended in the parking lot next door. Police records show she was arrested for fleeing police on foot the previous day, too.
In September, while in the Green County Jail, she helped and encouraged another inmate to smuggle a Bic lighter and cigarettes into the women's cell block. The other inmate, Sara Marie Lawrence, later pleaded guilty to smuggling the items in her vagina. Her sentencing is in July.
Gowen was also charged with driving with a suspended license, ninth offense, and operating left of the center line in July 2012. These charges were dismissed as part of her plea agreement.
While she's in prison, Gowen is eligible to participate in the six-month Challenge Incarceration Program. Commonly known as "Boot Camp," the program focuses on physical activity, discipline and substance abuse treatment.
