Woman faces 7th OWI after crash

TOWN OF MT. PLEASANT — A Belleville woman with a conviction history of driving under the influence of drugs was arrested again Nov. 24 after a crash northeast of Monticello, according to the Green County Sheriff’s Office.

Stacy Lynn Feeney, previously known as Stacy Lynn Flannery, 43, faces a felony seventh-offense charge of operating while under the influence. In Wisconsin, a seventh-offense OWI conviction requires a minimum sentence of three years. The maximum sentence on the Class F felony is 12 and a half years.

An investigation found Feeney was southbound on County D when she failed to negotiate a turn at County C and entered the south ditch, striking a road sign. Deputies responded to the Town of Mount Pleasant intersection at 4:23 p.m.

She told deputies she was wearing her seatbelt and was not injured in the crash. The vehicle sustained minor damage and was towed.

After field sobriety testing on scene, deputies had probable cause to take Feeney into custody for impaired driving, said Chief Deputy Tom Moczynski.

She was taken to the Monroe Clinic for a mandatory blood draw, then jailed on the OWI charge as well as on a Wisconsin Department of Corrections hold. She was also cited for driving with a revoked license and failure to maintain control of a vehicle.

State court records show Feeney is on extended supervision for her fifth- and sixth-offense OWIs, from 2017 and 2018 in Dane County. At least one is for driving with a detectable amount of a restricted controlled substance in her blood.

She also has a conviction history going back 15 years of narcotics and controlled substance offenses in the area and has been court-ordered several times to complete alcohol or other drug abuse (AODA) treatment.
