Monroe Police Monroe - No one was injured in a three-vehicle collision around 4:15 p.m. Thursday at the intersection of Ninth Street and 18th Avenue. Matthew P. Baumgartner, 16, Monroe, was cited for driving too fast for conditions, and Carlos Ojeda, 17, Monroe, was cited for driving without a valid driver's license. Baumgartner's vehicle struck Ojeda's vehicle, which then struck the vehicle of Clarence H. Martin, 49, Monroe.
