MONROE - Lisa M. Santoro, 45, and Cecilia Zepeda, 23, both of Monroe, were cited for obstructing an officer after Santoro called police at 4:24 p.m. Wednesday to report a two-vehicle accident that occurred outside McDonald's, 425 8th St. Santoro and Zepeda told police Santoro rear-ended a vehicle in the restaurant drive-through and that Zepeda was the passenger. However, investigation revealed that the women were lying and Zepeda had actually been driving the vehicle, despite not having a valid license. The driver of the rear-ended vehicle, a 29-year-old Monroe woman, left the scene before police arrived. The accident was technically non-reportable, as there was only minor damage.
