Santoro, 19, Monroe, was cited for underage drinking (third offense) and criminal damage to property after police responded at 4:57 a.m. to a complaint of people being loud and disorderly in a residence in the 2400 block of 17th Avenue. Santoro reportedly punched a glass window, injuring his hand.• Devin J. Kloepfer, 19, Monroe, was cited for possession of drug paraphernalia following a traffic stop at 10:06 p.m. in the 2700 block of 3rd Avenue. A K-9 sniffed out a suspected glass smoking device.• Police were called at 11:23 a.m. to Monroe Middle School, 1510 13th St., to assist with ejecting a 12-year-old male student who became aggressive and was throwing things at school staff.
