MONROE - On Tuesday, Oct. 2:
• The owner of a business near Veolia Environmental Services, 127 7th St., emailed police to complain of bad smells emanating from the trash transfer station. An officer stopped by Veolia at 11:40 a.m. and advised the operations manager to close doors to the facility that had been standing open. No citation was issued. The city is investigating several complaints from recent months about foul odors at Veolia.
• Police are investigating a retail theft reported at 9:45 p.m. at Stop-N-Go, 1607 9th St.

MONROE - On Tuesday, Oct. 2:
• Michael A. Laffin, 22, Monroe, was arrested on a charge of misdemeanor bail jumping after deputies responded at 6:46 p.m. to a report of a possibly intoxicated person walking north on the Badger State Trail west of Clarno Road. Laffin was also cited for possession of drug paraphernalia and jailed pending court or bond.
• At 2:03 a.m., Silvino Ruiz Lopez, 52, Monroe, was cited for driving without headlights at night on Wisconsin 69 at 8th Street in Monroe. He was also cited for driving with a suspended license and without vehicle insurance.

DARLINGTON - On Tuesday, Oct. 2:
• Brian L. Ballard, 25, Chapman, Kan., was cited for driving without a license at 3:53 a.m. on County F in the Town of Fayette.
• A deputy responded at 8:25 a.m. to a report of an out-of-control male on River Valley Street in Argyle.
