Ratcliff, 55, Monroe, was arrested at the Monroe Police Department at 2:41 p.m. Tuesday, April 3, on a probation hold issued by the Department of Corrections for failure to comply with sex offender registry rules. He was jailed. According to Police Chief Fred Kelley, Ratcliff recently moved to Monroe but did not register his new address with the state's sex offender database.
