Monroe Police MONROE - Police were called to an apartment complex at 4:26 p.m. Monday, Jan. 27 in the 700 block of 12th Avenue for a noise complaint. Ralph F. Stammen, 60, Monroe, and Becky C. Hansen-Stammen, 59, Monroe, were allegedly arguing loudly and disturbing other apartments in the building. Both were cited for keeping a disorderly house and Ralph Stammen was arrested for bail jumping, based on a violation of a no alcohol bond condition.
