Monroe Police MONROE - Seancody L. Anderson, 20, Monroe, was arrested at 3:46 p.m. Thursday for disorderly conduct, illegal use of computerized communication system and bail jumping, stemming from an incident that took place on Wednesday in the 1400 block of 22nd Avenue. Anderson was jailed pending court. Chief of Police Fred Kelley said Anderson allegedly texted a person he was barred by bond from intimidating, and the text messages were allegedly threatening the victim.
