SAN FRANCISCO, Calif. - Patricia J. Daley, 60, passed away on the evening of November 6, 2009, at her home following a courageous battle with cancer. She was born June 2, 1949, in Dayton, Ohio, to Thomas J. Daley and Lenora Eileen (Dexter) Daley. Pat graduated from Orangeville High School in 1967 and the University of Illinois in 1971 with a degree in social work and psychology.
Pat's 34 year career in civil service started in Chicago as an S.S.I. Quality Assurance Specialist. She then worked in the Special Studies and Analysis Branch in San Francisco and as the Supervisor of the Richmond, CA office of Region IX. She ended her career as a manager of the State Services Branch for Medicaid and Children's Health for the states of California, Arizona, Nevada, Hawaii, and the Pacific Territories. She was known for her program knowledge and skill as an analyst and writer, but was most respected for her administrative and people skills.
She married Dan Phillis in Chicago on Sept. 14, 1974. Dan also worked for the federal government and they shared a devotion to public service. Their daughter, Megan, was born in 1983.
Pat is survived by her daughter; her sisters, Kathleen (Tom) Vosberg of Gratiot, WI, Rita Daley (Mike Perry) of Crescent City, CA, and Teresa Boettner (Tim Ryan) of Clearwater, FL; and her brother, Brian (Sherri) Daley of Madison, WI. She is also survived by her mother-in-law, Thelma Wesle of Gridley, IL; her brothers-in-law, Steve (Nancy) and Randy Phillis of Denver, CO; her sister-in-law, Lori (Scott) Sullivan of Crystal Lake, IL; as well as 4 nieces, 3 nephews, and 3 great-nieces. She was preceded in death by her brother, Tommy, in 1955, her father in 1989, her mother in 1997, and her husband in 1999.
Pat was known as the family historian keeping many albums of the family's history as well as chronicling her daughter's life. She was proud of her Irish roots and enjoyed traveling Ireland twice and to France and Hawaii. Her artistic flair was evident in the many needlepoint pictures she created that are beautifully framed in her home. Pat enjoyed playing host and tour guide for family and friends who visited San Francisco and she was everyone's favorite aunt as she generously remembered birthdays and Christmases.
Pat will be greatly missed by her fiancé, Dr. Robert D'Emidio who loved her deeply and was honored to have shared the last 8 years together. Most of all, she enjoyed every minute she spent with her beloved daughter. Pat and Megan shared a special bond. She considered Megan's growth and maturation the most important accomplishment of her life.
Pat will be remembered as a kind-hearted, generous, and wonderful person who enriched the lives she touched.
