MONROE - A Monroe man who left the scene was arrested following a domestic disturbance and physical disturbance that took place at about midnight Wednesday at a residence on Bloom Lane in Clarno township.

James K. Cowell, 45, was arrested for fourth-offense driving under the influence of alcohol and cited for open intoxicants.

He was also arrested for disorderly conduct, battery and criminal damage to property.

He was jailed.
