Joseph "Joe" L. Cousin, 63, of Albany, WI, died Friday, October 29, 2010 in his home.

He was born August 1, 1947 in Beloit, WI, the son of John R. and Roberta M. (Stanton) Cousin. Joe was a 1965 graduate of Beloit Catholic High School. He graduated and received his Bachelors degree from Loras College, attended the University of Wisconsin Madison and received his Masters degree in Social Work from the University of Whitewater. Joe married Julie A. Schwenkner on April 8, 1994 in Monroe, WI.

Joe was employed by the Dean Medical Center in Madison for the last 16 years and was a member of the Triage Team for the Department of Psychiatry. He had a great love for the Head Start Program and often volunteered as a consultant. Joe was a gardener and a commercial hot air balloonist. He was an avid Wisconsin Badger, Green Bay Packer and anyone who played Minnesota fan. He was elected to the village board of Albany in 1997 and served until 2005. After that term he was the village of Albany president until 2007. Joe was also on the Green County board from 2002 until the present, served on the Health and Human Services committee and currently served on the board for Southwest Head Start.

Survivors include his wife, Julie Cousin of Albany, WI; brothers and sisters, Brian (Jean) Cousin of Beloit, WI, Maribeth Cousin of Elkhorn, WI, Margaret Cousin of Stoughton, WI, Geralyn Tracy of Beloit, WI, Thomas (Kristie) Cousin of Augusta, WI, Frances Cousin of Rockford, IL, Kathleen (Robert) Bergmann of Freedom, WI, Rose (Dennis) Mulcahy of Brodhead, WI, and Penelope (Jeff) McGuire of Fort Atkinson, WI; mother-in-law, Dorothy Schwenkner of Janesville, WI; sisters-in-law, Nancy Schwenkner and Kris (Tom) Homstad both of Janesville, WI; sister-in- Karen Schwenkner of Elm Grove, WI; many nieces and nephews.

He was predeceased by his parents, grandparents, brother, Peter, numerous aunts and uncles, father-in-law, Wayne Schwenkner and brother-in-law, John Schwenkner.

Memorial services will be 11:00 a.m. Tuesday, November 2, 2010 in the Daley Murphy Wisch & Associates Funeral Home and Crematorium, 2355 Cranston Road, Beloit, WI. Visitation will be from 4 to 8 p.m. Monday in the funeral home.
