• Alvin L. Bower, 40, Freeport, was charged May 13 with a Class I felony count of tetrahydrocannabinol (THC) possession, as a second or greater offense, and an unclassified misdemeanor count of drug paraphernalia possession. Court records indicate that on April 19 in Monroe, Bower left a backpack containing marijuana and a "hitter box" in the vehicle of a woman arrested the same day on a third-offense charge of drunk driving, Lori M. Scott, 42, Monroe. Bower later told police Scott gave him a ride that day and he forgot his backpack in her car. Bower's initial appearance is May 18.
