Marquis Mekhi-Isaiah Phiffer, 20, Monroe, revoked his probation Jan. 14 and was sentenced Monday to 13 months imprisonment with 20 months of extended supervision. Phiffer was sentenced to two years of probation in September 2012 for charges of manufacturing marijuana stemming from an incident that occurred in March 2012. Court records indicate Phiffer sold a 5.3 ounce baggie of marijuana for $50 to an undercover agent and took $130 from an undercover agent for a half-ounce of marijuana that he never delivered. He owes the court $356.

Randy R. Ruegsegger, 59, Argyle, was found guilty due to a guilty plea of driving while intoxicated, fourth offense, and had a charge of driving with a prohibited alcohol concentration dismissed. Ruegsegger was sentenced to six months in jail with work release privileges, will have his license revoked for 30 months, undergo alcohol and other drugs assessment classes and is ordered to install an ignition interlock device for a period of one year upon relicensing. The charges stem from an incident that occurred on Aug. 8. Court records indicate he went to a towing service in town to pay a bill and appeared to be intoxicated. A deputy located Ruegsegger's vehicle parked in the middle of Puddledock Road, Town of Adams, and Ruegsegger appeared to be urinating in front of his vehicle. The responding officer wrote in his report Ruegsegger smelled of intoxicants, had glossy eyes and was uneasy on his feet. A field sobriety test was conducted, and Ruegsegger was asked to count down from 73 to 52. Ruegsegger counted down to 67 and said "I am this old," and then counted down to 63 and said "I am getting younger. Ruegsegger had a PAC of .132 percent. He owes a fine of $2,125.
Faith M. Guerra, 17, Madison, was released on a $150 signature bond with conditions that she have no contact with the alleged victims in this case. Guerra is charged with one count of disorderly conduct, stemming from an incident that occurred Jan. 16. Court records indicate Guerra told a deputy she was "gang beat" by five individuals a the East School Park on 9th Street in Monroe. Police interviewed all the subjects involved who alleged the fight was pre-scheduled by Guerra via Facebook. Several witnesses alleged Guerra was the first to punch a victim. Several witnesses also alleged Guerra had a padlock in her hand at the time of the fight. Guerra has a pretrial conference set for April 7.
