FELONIES
Eric D. Pallesen, 49, Monroe, was sentenced Friday to six months in the Green County jail for a felony fifth- or sixth-offense operating while intoxicated charge he pleaded no contest to in April 2014. In addition to the jail sentence, which comes with work-release privileges, Pallesen must remain sober, undergo screening to determine if he needs additional counseling, not drive for three years, and pay a $1,200 fine plus court and supervision costs. According to police records, Pallesen owes the court $2,277. Judge Thomas Vale said after Pallesen entered the plea last year, he was placed in a Rock County veterans court diversion program. Vale read a letter from Rock County Judge James Daley saying that Pallesen had successfully completed his treatment goals and served as an example for others in the program. The OWI charge stemmed from an October 2013 incident in which police saw Pallesen swerving while driving a motorcycle and crossing the center line on 1st Center Avenue in Brodhead. After he was arrested, a blood test revealed that his blood-alcohol concentration was 0.18 percent.
Chelsea R. Knell, 25, Monroe, was arrested and jailed Saturday after police stopped her vehicle for having a suspended registration in the 1600 block of 11th Street and found alleged drug paraphernalia inside. She faces a Class H felony count of bail jumping and a misdemeanor count of possessing drug paraphernalia. Police records indicate that after Knell made her initial appearance Monday, the court set bond at $750, with $50 of that payable in cash. She is ordered not to possess or consume nonprescription controlled substances or possess drug paraphernalia. According to police reports, an officer recognized her from previous contacts and requested a K-9 unit. The dog performed a free air sniff and alerted to the vehicle. Inside, police found a syringe, plastic bags containing cotton balls and other items related to heroin use. The bail jumping charge stems from a Lafayette County Circuit Court case in which Knell faces felony and misdemeanor charges for burglary, theft and receiving or concealing stolen property. Police records indicate she signed a $7,500 signature bond Oct. 27, one condition of which was "defendant shall commit no crime." Knell has a preliminary hearing in the new case July 1.
Misdemeanors
Steven L. Moon, 51, Monroe, was arrested and jailed Sunday for allegedly giving police a false name and date of birth when they attempted to verify his identity. He faces a Class A misdemeanor count of resisting or obstructing an officer. Court records indicate that after Moon made his initial appearance Monday, the court set a $5,000 signature bond. The Green County Sheriff's Department had issued a warrant for Moon's arrest for missed child support payments, according to police reports, and officers received information Sunday that he was walking on a Monroe bike trail. Police made contact with Moon and reportedly tried searching for the name he provided but didn't get any results. They then compared a photo of Moon they had on file to the man they were questioning and determined it was a match. Moon has a pre-trial conference July 28.
