• James A. Hilliard, 38, Rockford, was charged Thursday, Feb. 7, with five counts of failure to pay child support, all Class I felonies. A warrant was issued for his arrest.
• Daniel Mercado, 31, address unknown, was charged Thursday, Feb. 7, with six counts of failure to pay child support, all Class I felonies. A warrant was issued for his arrest.
