Felonies
● Kurt Alan Heun, 53, Lena, was charged July 30 with one Class H felony count of strangulation and misdemeanor counts of battery, disorderly conduct and fourth-degree sexual assault. The case stems from alleged domestic abuse in September and October 2019 at a home in Monroe, reported in June to Monroe police by his ex-girlfriend and her daughter. She told police Heun woke her up yelling about money early one morning, after she had returned home the night before from a 20-hour shift at work. She said he straddled her in bed and strangled her, bearing his weight down on her. The daughter said he stopped when he saw her in the doorway. During an argument over money a few weeks later, the mother said Heun slammed her head against a wall and threatened to kill her. The daughter told police she had also witnessed Heun reach down her mother’s shirt and grab and pinch her breasts even as her mother told him not to do it and to stop. The mother said this grabbing behavior happened on “numerous occasions” and she thought Heun did it “to be annoying and disrespectful.”
● Michael B. Bowling, 24, Monroe, was charged July 30 with one Class F and one Class G felony count of delivering cocaine. The criminal complaint indicates Bowling sold cocaine on two occasions in July outside his home in the 2300 block of 15th Avenue to a confidential source working with the Stateline Area Narcotics Team (SLANT).
● Kevin J. Skram, 33, Monticello, pleaded no contest Aug. 21 to two felony counts of battery and one felony count of strangulation and suffocation, all domestic abuse-related. He was sentenced to three years on probation, with conditions that he not possess or consume any intoxicants and take all medications as prescribed. Related charges of disorderly conduct were dismissed. He owes $1,704 in court assessments. The case stems from a 911 call reporting a disturbance at his South Pierce Street apartment on June 16, with Monticello First Response, Green County EMS and Green County deputies responding along with local police.
● Bradley Corey Burgess, 23, Platteville, pleaded no contest Aug. 24 to Class E felony charge of possession of an amphetamine with intent to distribute as a party to a crime and as a repeat offender. Other charges were dismissed but “read in,” including a misdemeanor charge of contempt of court. He was sentenced to three years in prison and five years on extended supervision, to run concurrent to a Lafayette County sentence for similar drug convictions. The case stems from a traffic stop May 5 in New Glarus. The contempt of court charge stems from his refusal to unlock his phone for a deputy executing a search warrant for the device. When informed that he could face charges for refusing, Burgess “stated that he would just take the charge and remained uncooperative,” according to police reports.
● Ryan Gregory Lewis, 28, Monroe, pleaded no contest Aug. 31 to a Class I felony charge of possessing narcotic drugs (heroin) and a misdemeanor charge of possessing drug paraphernalia. He was sentenced to one year on probation for the misdemeanor and entered a one-year deferred prosecution agreement on the felony, which will be dismissed if he complies with the agreement. The case stems from a traffic stop Jan. 3 on Wis. 69, Town of Monroe. Deputies were alerted to a complaint of a southbound vehicle being driven all over the road and swerving into oncoming traffic. Deputies located the vehicle, driven by Lewis, and stopped it for speeding. As a result, Lewis was also cited for first-offense operating while under the influence of drugs, to which he also pleaded no contest. He was assessed $1,000 in court fees and fines.
