Misdemeanors
● James J. Topp Jr., 56, Monroe, was charged Nov. 3 with two misdemeanor counts of lewd and lascivious behavior, stemming from several complaints to Monroe police in 2019 and 2020. The criminal complaint indicates Topp was seen standing outdoors on his front porch pantsless and masturbating. Topp denied the allegations and said he was either sleepwalking or “itching or readjusting his private area.”
● Dustin R. Cochran, 36, Machesney Park, Illinois, pleaded guilty Nov. 11 to a misdemeanor charge of disorderly conduct and was fined. He owes the court $405. The case stems from a disturbance in the early morning hours of June 20 at the Sweet Minihaha Campground, Town of Decatur.
● Daniel R. Frankum, 27, address unknown, pleaded no contest Nov. 18 to a misdemeanor charge of third-offense operating while intoxicated. He was sentenced to five months in jail. His license is revoked 30 months. He owes over $2,300 in fees and fines. The case stems from a June 11 arrest by Brodhead police. Court records indicate his blood-alcohol level was 0.162%, more than twice the legal limit for driving.
● Shawna Lee Farage, 42, Beloit, pleaded no contest Nov. 19 to a misdemeanor charge of retail theft, stemming from a theft at the Monroe Walmart in July 2019. She was sentenced to one year on probation and ordered to pay about $500 in restitution and court fees.
● Lisa Mary Santoro, 48, Monroe, pleaded no contest Nov. 30 to misdemeanor charges of disorderly conduct as a party to a crime and intentionally contributing to the delinquency of a child. Related charges were dismissed. She was sentenced to one year on probation and ordered to pay over $750 in court fees and fines. The criminal complaint indicates she drove several teenagers to a Monroe residence in February to kick in the door and confront the resident over “talking crap” and disrespecting their deceased family member on social media.
