MONROE — A year after he walked into Monroe City Hall and began yelling at employees there, followed by a tussle on the street with Monroe Police officers, a local man will soon have his day in court on felony charges.

Sean P. Flynn of Monroe is charged with felony resisting a police officer, disorderly conduct and other counts in the Feb. 24, 2023 incident downtown.

That morning, at just after 11:10 a.m. the man came into city hall and began yelling obscenities and using vulgar language toward employees there, according to the criminal complaint. After the initial disturbance, the man then walked out of City Hall.

“As (the officer) closed distance, he gave Flynn commands to stop but he refused and continued to walk in the middle of 9th Street,” the statement said.

Police caught up with him on 9th Street near 17th Avenue, and the suspect still refused to stop or heed police commands. Several officers then took Flynn to the ground, with one of the officers later found to have broken his elbow in the fracas. That officer, along with the suspect, were both treated at SSM Health in Monroe and released.

In addition to the other charges, Flynn also faces three charges of felony bail jumping. It is unclear why it took so long for the case to be heard. He has been free on $2,000 bond.

During a competency hearing on Monday, Judge Faun M. Phillipson ruled that Flynn was competent to stand trial on the charges. He is scheduled for a preliminary hearing on the charges for 11:30 a.m. March 15.
