MONROE — An Albany couple charged with multiple counts of felony child neglect will appear in Green County Circuit court this week.
Kaylee Rose Tande and Phillip Andrews Taylor, last summer after police said they left their three children under five years old alone in conditions characterized as unsanitary for at least an hour while they went to work.
The ordeal began when police were called to the home in the 700 block of 6th Street just after 7:30 a.m., July 6, after first responding to reports of toddler children — including three-year-old twins and a four-year-old — being left alone in a village park. Police found the reported unsanitary conditions when they went to return the children home, with little food, clutter, garbage and feces smeared on walls.
One of children had special needs and were all filthy. At least two had full diapers, investigators said.
The children were found several blocks away at the intersection of 5th Street and 5th Avenue. They were placed into the custody of local child protection officials and it is unclear if they have been returned to their parents.
As a result, those parents, Tande, 26, and Taylor, 31, were each charged with multiple felony counts of neglect of a child and neglecting a child with a disability. They also were each charged with obstruction of justice for allegedly lying to police about their whereabouts while the children were alone or in the park.
Taylor and Tande, who held multiple jobs at the time, were both scheduled for a pre-trial conference on Wednesday before Circuit Judge Faun Phillipson.
The maximum potential penalty for chronic neglect of a child in Wisconsin is six years in state prison for each count. The charge is a Class H felony in the state.
According to court records, Tande and Taylor were each released on a $20,000 signature bond pending their court proceedings.
