MONROE - On Tuesday, June 3, the Monroe City Council:

• Set a date of June 17, 2008 for a public hearing on changes to city ordinances 8-3-8, 8-4-6, 8-5-12(E) and 8-7-10, which will create a late payment charge of 3 percent on quarterly storm water bills, bringing it into line with water, sanitary sewer and trash bills. The present late payment charge is 1 percent per month.

• Approved payment of claims in the amount of $458,221.34.

• Approved special events, the Green County Shrine-George Carden Circus on June 10, and Monroe Main Street Concerts on the Square, on June 12 and 26, and July 10 and 24.

• Granted a circus license for the Green County Shrine Club to hold the George Carden Circus.

• Granted a temporary Class "B" Fermented Malt Beverage License to Green County Pork Producers, Inc., for their supper to be held in conjunction with the Balloon Rally on June 13 at the Green County Fairgrounds fenced-in beer garden area.

• Authorized a "no parking zone" and sign installation from Eighth Street to the driveway on the west side of 10th Street.

• Approved and accepted the special event manual and permit application.

• Authorized a change order to the contract with James Thieding Construction, Inc. for the 30th Street detention basin. The change comes as a result of a high water table preventing the use of pipe and tile, which will be replaced with 3/4 inch clear stone, costing an additional $340.50 over the original contracted cost.

• Approved an agreement between Green County, City of Monroe and State of Wisconsin Department of Transportation for the Green County Justice Center detention pond adjacent to Wisconsin 11/81 and 59, and authorized Mayor Ron Marsh to execute the agreement. The state DOT gives a construction permit for the construction of the pond and permanent easement to the landlocked parcel; the county and the city are 100 percent responsible for the design, construction and maintenance of the pond.

• Approved a six-year statement of project intentions for the Monroe Municipal Airport.

Alderman Neal Hunter was absent.

On Tuesday, June 3, the Monroe Salary and Personnel Committee approved hiring Dan Flynn as a seasonal intern for the Department of Public Works at the rate of $8.60 an hour for 140 hours. Flynn had volunteered for the position as part of an internship necessary for completion of his college degree in public administration. However, to be covered under the city's insurance policy in case of injury, the city's liability requires him to be a hired worker.
