MONROE - On Tuesday, July 15, the Monroe City Council:

• Reset a pubic hearing date for Aug. 5 for an ordinance creating Chapter 8 of Title 10 of the Monroe city code dealing with neighborhood electric vehicles.

• Held a public hearing and voted 9-0 to add "mixed use development" to the conditional uses in R-3 multi-family residential districts and B-2 general business districts. Mixed use development allows the a mixture of business and residential use in one building or a single development of more than one building. Conditional uses require city approval. No one spoke at the hearing.

• Held a public hearing and voted 9-0 to remove businesses as a permitted use in M-1 and M-3 manufacturing districts. No one spoke at the hearing.

• Voted 9-0 to rezone 2.06 acres in the north Industrial Park District from M-3, manufacturing to B-2 general business.

• Set a public hearing date of Aug. 5 for an ordinance to rezone various parking lot areas and proposed parking lots around Monroe Clinic.

• Set a public hearing date of Aug.5 for a resolution to vacate and discontinue an alley north of Fifth Street between 22nd and 26th avenues near Monroe Clinic.

• Granted an easement for $50 on 504 16th Ave. owned by the city to Utelco, LLC, for the use of its underground cables and wires.

• Authorized the hiring of Wendy Kimble as the replacement Deputy Treasurer for the city, effective July 17, at the probationary rate of $14.40 per hour.

• Approved payment of claims in the amount of $306,579.13.

• Approved special events for the Industrial Combustion, Inc., picnic Aug. 3 at Twining Park, and for South Central Wisconsin Alzheimer's Association Memory Walk Sept. 6.

• Granted operator licenses for Deann K. Chapman, Kathryn S. Figi, Edward A. Garbe, Michelle L. Holst, Rhonda R. Kuschel, Walt R. Rufener, Larry A. Rufer, Donald D. Schoville, and Sandra L. Stratton; sidewalk cafe permits for Fox's Feathercreek Bakery and Cafe Claudeen; and solid waste hauler's license for Waste Management of Janesville.

• Granted a temporary Class "B" fermented malt beverage license in conjunction with outdoor beer garden for Knights of Columbus to serve beer in the grandstand seating area during the Green County Fair July 16-20 , and in a 30-foot-by-50-foot fenced beer garden area inside the track July 17.

• Approved the acceptance of a quote by WK Construction Company for 2008 street reclamation.

• Set a public hearing date of Aug. 5 for a plan to create a Downtown Historical District, presented by the Historic Preservation Commission.

• Heard from City Attorney Rex Ewald on open meeting laws and public records, especially in relation to e-mail.

Alderman Charles Schuringa was absent.

On Tuesday, July 15, the Salary and Personnel Committee terminated a standard six-month probationary period for Chad Ringhand in the Street Department.

On Tuesday, July 15, the Finance and Taxation Committee voted to look at the possibility of purchasing a motorcycle for the Police Department during 2009 budget preparations.
