City of Monroe Common Council: June 16, 2009

MONROE - During a meeting Tuesday, the City of Monroe Common Council:

• Held a public hearing and voted to table a vote on an ordinance repealing and recreating Chapter 4 of Title 3 of the Monroe City Code: Alcohol Beverages. A second motion to send the ordinance back to the Judiciary and Ordinance Committee passed on a 9-1 vote, with Alderman Thurston Hanson voting against.

• Set a public hearing date for Aug. 4, 2009, for a resolution vacating and discontinuing an alley remnant within the Northeast Park Planned Unit Development.

• Passed unanimously a resolution designating public depositories and authorizing withdrawal of public money.

• Passed on a 9-0 vote, with Alderman Jan Lefevre abstaining, a resolution approving an acquisition capability statement for the 8th /9th Street project.

• Passed unanimously a resolution approving a contract with Wisconsin License Center for Police Department to be a vendor for registration renewals.

• Approved unanimously claims in the amount of $430,189.11.

• Approved the Monroe Balloon Rally, June 19-20 at the Green County Fairgrounds, and Park & Recreation Independence Day Celebration, July 4 at Twining Park.

• Granted multiple miscellaneous licenses.

• Granted a Class "A" Fermented Malt Beverage License to Santos Tinoco, on a 5-5 vote, with Mayor Marsh voting for the granting, to break the tie.

• Granted Liquor, Fermented Malt Beverage, and Dance Licenses renewals.

• Granted Temporary Class "B" Fermented Malt Beverage Licenses in conjunction with outdoor beer garden to Green County Humane Society, on a vote of 7-3, with Aldermen Paul Hannes, Jan Lefevre and Charles Koch voting against.

• Granted Temporary "Class B" Fermented Malt Beverage and Wine License in conjunction with outdoor beer garden for Monroe Lions Club, on a vote of 8-2, with Hannes and Koch voting against.

• Voted unanimously to authorize hiring an outside firm for Virginia Graeme Baker Act Swimming Pool compliance work.

• Approved unanimously the Wastewater Treatment Facility 2008 Compliance Maintenance Annual Report.

• Set a public hearing date for July 7, 2009, for a proposed amendment to downtown historic district preservation plan sign guidelines.

• Approved Brown Cab Company's drug and alcohol policy.

• Received an update by Fehr-Graham and Associates regarding the downtown streetscape project.

• Approved the appointments of John Waelti to fulfill the unexpired term of Lois Kaster on the Housing Authority Board of Commissioners, and Dave Gersbach, Bill Bethke and Monica Schneider for three-year terms on the Board of Parks and Recreation Commissioners.
