MONROE - At a meeting Tuesday, the City of Monroe Common Council:

• Voted unanimously to move into closed session for discussion regarding candidates, compensation and contract for "Administrator with Legal Duties Position." No open session following the discussion was scheduled; therefore, council members could take no action.

The council is scheduled for another closed session Thursday to discuss the same issue. An open session is scheduled for after that discussion, when council members could approve an employment agreement for the position.

• Approved a list of eligible election inspectors appointed by Mayor Ron Marsh to a two-year term to run from Jan. 1, 2010 to Dec. 31, 2011.

• Passed unanimously a resolution setting an amount of $25,000 and approving use of TIF 7 funds to pay for Monroe Main Street annual operating expenses necessary to carry out TIF 7 project plan.

• Approved unanimously claims in the amount of $1,024,547.63.

• Granted an operator's license to Marcia J. Crouch.

• Passed, on a 9-1 vote, a resolution granting a Class A Fermented Malt Beverage and Liquor License for Zgraggen Enterprise LLC. Alderman Charles Koch voted against the motion.

• Passed unanimously a resolution approving change orders to contract with Irv's Masonry, E&N Hughes, and Gentz Electric, all in conjunction with the downtown streetscape project.

• Passed a resolution approving optional voluntary dental insurance plan for city employees at employees' expense.

• Heard an update on the streetscape project from Tom Purdy of Fehr-Graham & Associates.
