BTC board appointment applications being accepted until March 12

JANESVILLE — Applications for three three-year terms and one unexpired term for appointment to the Blackhawk Technical College Board will be accepted until 4 p.m. March 12, according to Richard Bostwick, Chairperson of the Blackhawk Technical College Board Appointment Committee, and Chairperson of the Rock County Board of Supervisors. The BTC District Board is comprised of two (2) Employers; two (2) Employees; three (3) Additional Members; one (1) Elected Official; and one (1) School District Administrator.

The appointments are in the following categories:

(1) Employer Member — 3-year term, July 1, 2021, through June 30, 2024

(1) Employee Member — 3-year term, July 1, 2021, through June 30, 2024

(1) School District Administrator — 3-year term, July 1, 2021, through June 30, 2024

(1) Additional Member — Unexpired term, July 1, 2021, through June 30, 2023

An “Additional Member” is defined as a resident of the District. Of the “Additional Members” on the BTC Board, no more than two can be “Employers” or “Employees”, no more than three may be school district administrators, and no more than three may be elected officials. The “Elected Official” member of the District Board must hold an elected state or local office, as defined in Wis. Stats. 5.02, except for the office of party committeeman or party committeewoman. No more than two members of the District Board may be officials of the same governmental unit nor may any District Board member be a member of the school board that employs the School District Administrator member.

Applicants must submit two references supporting their nomination to the Blackhawk Technical College District Board and must attend a meeting of the District Board Appointment Committee to be interviewed. Board members are not paid, except for expenses incurred in the performance of their duties.

In the appointment process, equal consideration is given to the general population distribution within the District as well as to the distribution of women and minorities. To maintain compliance with the BTC Board Appointment Committee’s Plan of Representation, candidates for all categories to be appointed must reside in Rock and Green Counties.

The Blackhawk Technical College Board Appointment Committee is comprised of the chairpersons of the Rock County and Green County Boards of Supervisors. The Chair of the Rock County Board serves as Chairperson of the Appointment Committee. The Appointment Committee will conduct a public hearing at Blackhawk Technical College Central Campus, 6004 S. County Road G. Janesville, WI, beginning at 3 p.m. in the Administration Building in the District Board Room on Monday, April 5. To accommodate any candidates unable to attend on this date to be interviewed, a second meeting and public hearing is being scheduled for 5 p.m. Monday, April 19 at the same location. If all candidates are able to appear at the first meeting, the second meeting will be canceled. Per Wisconsin Statutes 38.10, the names of candidates submitted by the deadline date will be published at least 14 days prior to the public hearings and meetings. No additional names will be accepted from the floor at the time of the public hearings and appointment committee meetings.

Completed, notarized applications are to be submitted to Ms. Julie Barreau no later than 4 p.m. on Friday, March 12.
