MONROE - A Blanchardville man became an instant millionaire by winning a scratch-off lottery game that he purchased in Monroe, the Wisconsin Lottery said Thursday. David Soland won the second million-dollar prize in the Classic Millions scratch game. He purchased his ticket at Southern Wisconsin Coop on 13th Street in Monroe.
