MONROE - The Monroe Optimist Clubs are encouraging area students to speak publicly about what they believe, "For me, optimism is..." as part of the Optimist International Oratorical Contest for 2009. Local winners will receive monetary scholarships and a recognition award and be sent to the district level. Speeches will then be judged at the district level, and each district will send top entries to the international level. College scholarships are available for top winners at the district and international levels.
