JANESVILLE — The Blackhawk Technical College IDEAL Opportunity Scholarship (announced in fall 2020) has selected its first scholarship recipient. After much deliberation of talented, worthy candidates, the BTC Foundation announced Paola Delgado as the first recipient of this ground-breaking award.
