MADISON — The Wisconsin Department of Revenue (DOR), on behalf of U.S Department of Treasury, is allocating Local Government Recovery Funds (LFRF) to non-entitlement units through the American Rescue Plan Act of 2021 (ARPA).
Non-entitlement units (NEUs) are typically Wisconsin towns, villages and cities with a population under 50,000. NEUs are eligible to receive the funding but must apply electronically. The filing deadline is June 18.
DOR will make payments in two allocations; 50% of the allocation will be distributed by the end of June, while the remaining portion will be sent in 2022. Local governments are authorized to use their relief funds in the following ways:
● To support public health expenditures
● Address negative economic impacts caused by the public health emergency
● Replace lost public sector revenue
● Provide premium pay for essential workers
● Invest in water, sewer and broadband infrastructure
