Albany waste plant upgrade considered

MADISON - The Village of Albany is seeking approval from the Department of Natural Resources to upgrade its wastewater treatment facility and repair its collection system. The upgrade will include constructing a third PVC-lined stabilization pond in order to meet proposed ammonia limits.

The collection system repairs would consist of slip-lining the remaining clay tiles and lining the concrete block manholes to reduce groundwater in the collection system and sewer blockages due to root intrusion through the sewer joints. The village will likely apply for a Wisconsin Clean Water Fund loan to help pay for the modifications.

The capital cost for the project is $1,940,680. The current annual user charge is $531.78. The proposed improvements would increase annual user charges to $560, or a 5.3 percent increase.

While this type of action normally does not involve significant adverse environmental effects, according to a DNR news release, the department is soliciting public comments regarding the proposal.

Based on the comments received, the department may prepare an environmental analysis before proceeding.
