To the Editor:

First time I have ever responded to the editorial page! Howard thinks his amendments are a great idea. They are not! Why should the legislatures have control over how federal funds are spent?  The governor currently has that power and it should stay with him. Look at the legislatures history. The governor would call a special session to distribute funds and they would gavel in and gavel out!  Vote no on the amendments!
