To the editor:

In 2010, the Supreme Court ruled 5-4 in favor of Citizens United in "Citizens United v. Federal Election Commission." A critical element of the ruling allows corporations, associations, and organizations to use their general funds to advocate in United States election campaigns.

Since the ruling, two diverse trends are growing: Increasing amounts of money spent on election campaigns and increasing support for overturning the Citizens United ruling that is widely viewed as leading to the increased spending.

Documentable data show that these two trends are growing:

"Open Secrets.org" of the "Center for Responsive Politics" publishes comparative data on spending and sources of spending in United States election campaigns. The data show a remarkable increase in spending in the 2010 midterm cycle compared to previous midterm election cycles. The data also show that spending by outside groups during the first quarter of the 2014 cycle approximately triples the overall amount spent by outside groups for the same period in 2010.

Multi-partisan organizations working to overturn the Citizens United ruling and related rulings by amending the Constitution of the United States are recording increasing numbers of resolutions, ordinances, and ballot initiatives in support of their efforts.

The multi-partisan organization "United for the People" serves as a portal for a broad coalition working through varied means to overturn the Citizens United ruling and related rulings by amending the Constitution. The organization publishes a growing list of passed resolutions and ballot initiatives that includes texts of the documents on its website, United4thePeople.org. The extensive list includes 16 state resolutions.

"Move to Amend," a multi-partisan coalition with affiliates across the country, including a southcentral Wisconsin group based in Madison, publishes a growing list of passed and in progress resolutions/ordinances in alignment with the scope of its purpose. The website, MovetoAmend.org, includes the list, extensive information about the Citizens United ruling, and a proposed amendment that effectively counters basic tenets embedded in the Citizens United ruling and related rulings.

A free informational program on the history leading to the Citizens United ruling and the broad movement seeking to reverse it will be held at Monroe Public Library, second-floor meeting room, Thursday, July 24, 6:30 to 7:30 p.m. The program, including a screened video and in-person presentation, is sponsored by a group that meets to discuss videos on current events. No registration required.
