A fund-raising event for the re-election of Judge James Beer was held the evening of Tuesday, Jan. 28 at the Peppercorn Banquet Hall at the historic Ludlow Mansion in Monroe. Attendees were treated to refreshments and hors d'oeuvres and heard from several supporting speakers. The main speaker was the Hon. James Daley, Chief Judge of the 5th Judicial District of Wisconsin which includes Rock, Green, Lafayette, and Dane counties.
In addition to speaking in support of Judge Beer, Chief Judge Daley told attendees about the Veterans Treatment Court for the Judicial District, which he, a retired Brigadier General in the Army, founded and supervises. The Veterans Treatment Court provides a means to use V.A. medical, psychological, and psychiatric resources to address the military veterans suffering post-traumatic stress disorder and traumatic brain injury disorders, which often result in these veterans running afoul of the criminal justice system.
Judge Daley noted that Judge Beer has been a supporter of the Veterans Treatment Court for years and with the support of District Attorney Gary Luhman, another attendee at the fundraiser, has been able to use the program to divert many veterans from Green County Criminal cases to V.A. treatment programs. These veterans follow lengthy programs of treatment in which they are closely monitored and tested. They are also supported by volunteer veteran mentors and their progress repeatedly reviewed by Judge Daley's Court. Ultimately these veterans are returned to Green County Court, where the progress and changes they have made in their lives are taken into account in the sentences they receive. To date, Green County has never had a veteran referred to the treatment court program fail.
