A barb for Times reporter Brian Gray.> In your article on the Wisconsin Supreme Court Justice race, you decried their negative ads and failure to explain themselves. While smearing both with the same dirty brush, you offered no aid or information to help the voter. This election is over, as is your opportunity to inform and educate your readers. A barb goes out to Mike Kennison>, Water Department supervisor, regarding the water rate increase. Mr. Kennison is obviously leading everyone astray. He states in the April 1 edition of The Monroe Times that rate of return is the operating income for construction. According to the Wisconsin Public Service Commission (PSC), rate of return is return on investments. Also, a simplified rate increase is not required before the utility can apply for a full rate increase. The PSC does not require utilities to file a simplified rate increase before they file a full rate increase. If this was the situation, then the utility would have filed for a simplified rate increase in 2003 before it actually filed for a full rate increase in 2004. A simplified rate increase is not a requirement. A barb to the City Council for not verifying the information Mr. Kennison gave them was correct before they went ahead and gave it their stamp of approval. They should do their research, too, instead of just assuming that the information they are receiving is correct. - Disappointed Taxpayer>
