Woman charged for fight on Sugar River

MONROE — A drunken fight and attempted drowning on a Sugar River sandbar in August has led to felony charges against a Kenosha County woman, according to court records.

Jamie Lee Loggains, 39, Twin Lakes, is charged with first-degree recklessly endangering safety and strangulation, both felonies. She also faces misdemeanor counts of disorderly conduct and battery.

Green County Judge Thomas Vale issued an arrest warrant for her Sept. 28.

A criminal complaint filed the same day implicates Loggains as the instigator in the Aug. 23 fight, based on an investigation by Green County sheriff’s deputy.

On Aug. 23, police were called to S&B Tubing in Albany to take a report from a woman who said Loggains assaulted her. The responding deputy noted the woman had several marks around her neck, shoulder area and on her left arm.

The woman told the deputy Loggains was a friend of a friend, and the three of them had driven from Kenosha County that morning to go tubing. During the ride, the woman said Loggains “seemed very confrontational” with her and at one point mentioned she didn’t like redheads.

The woman, “having red hair, stated she didn’t take offense to this but thought it was odd.”

The trio started drinking once they arrived at the Sugar River in Albany and took off down the river on tubes. While floating, they “hooked up with another group of tubers that were unknown to them” and started socializing together during a break at the first sandbar, near Marker 2.

The alleged victim said they “were having a nonsense conversation over messages, chiropractic things and drinks” when Loggains disagreed with her about something.

Loggains got hold of the woman, “forcefully spun her around” by the arm, grabbed her around the neck with both hands and strangled her until her throat burned and she couldn’t speak. The woman was then either forced or fell into the water, where she said she felt Loggains “force her head and neck under the water, while still strangling her.”

Several other tubers pulled the women apart. During the tussle, “a swath of hair” was ripped out of Loggains’ scalp. 

The alleged victim told the deputy that prior to the incident she’d had about six cans of Truly hard seltzer water and Loggains had consumed an entire bottle of wine from a hydration pouch.

A witness told the deputy Loggains and the other woman were in a heated argument when Loggains attacked her. The witness said he and the other tubers let the fight happen at first so the two could “scrap it out” but eventually several people pulled Loggains off. The witness said he believed Loggains had tried to drown the other woman.

When the deputy reached Loggains by phone, Loggains maintained she was attacked and said she wanted to sue the woman who attacked her. She declined to speak further with the deputy without a lawyer present.
