MADISON (AP) - Republican Scott Walker says he'll lay out his ideas for changing the American health care system in a speech next week in Minnesota. The Wisconsin governor has long opposed the federal overhaul championed by President Barack Obama. That's included a refusal to take federal money to pay for expanding Medicaid coverage in his state, a position Walker has touted on the presidential campaign trail.
